According to my experience there is no real direct bus to Tissa. You will have to hop off at Pannegamuwa along the Tissa Lake and take a tuk-tuk to Tissa which will cost you no more than 200Rs.
The ride from Ella costs 150Rs and it is very crowded. Chances are you will be standing rather then sitting down.
The first part of the trip is on curvy mountain roads, which adds to the discomfort of traveling without a seat.
